Brief introduction to Creative Art and Skill Proposal System |

The Creative Art and Skill is originated from American Ford Motor Company. In 1951, two standing members of Toyota Motor Corporation-Eiji Toyota and Saito went to America to visit and they are very interested in the practice of Ford Motor Company in stimulating their staff to improve consciousness by creative art and skill, then they began to promote creative art and skill in Toyota after coming back to Japan. In 1986, creative art and skill proposal amount of Toyota reached 2.65 million, 48 proposals per person on average. At the end of March, 2007, accumulative creative art and skill proposal of Toyota was as high as 37.63 million.
Creative art and skill proposal system means the system encouraging and stimulating staff to make improvements beneficial to the company, including reducing operation costs, improving efficiency and enhancing safety, recording improved contents with fixed table for examination and appraisal, then winning corresponding prizes based on results of examination and appraisal.
When writing creative art and skill proposals, standard proposal format are available, including situations before and after improvement and effect of improvement as well, the staff can write improved contents on the basis of above three aspects, when writing attention shall be paid to concise and easy to understand, neat writing, summarizing, objective and concrete, application of figures and images and checking for careless omission finally.
The angle of writing creative art and skill proposals is multiplicate. Beginning with “Not”, considering from the deficiency in quality, cost, equipment, safety and efficiency and then think how to make improvement; proceeding with 3M, namely, reluctance, wasting and disproportionation of people, things and equipment, method and environment and consider how to improve accordingly.
After creative art and skill proposal finished, procedures for submitting are still available. Firstly, submit proposals to department creative art and skill director, the creative art and skill director submits to first-level examiner or department manager, if score reaches higher-level examination and appraisal standard, then higher-level examiner will examine and appraise, the different level examiners successively are: First-level examiner, department manager, secretary, creative art and skill committee branch and all-company creative art and skill committee examining and appraising proposals of special prize. The proposal will be submitted to creative art and skill affair bureau upon completion of examination and appraisal.
There has been 4-year history since our company introduced creative art and skill proposal system in 2003. Amount of creative art and skill proposals has been increasing annually, there were 319 proposal in 2003, 549 in 2004, 2092 in 2005, 4062 in 2006 and 65448 in 2006, 5.48 proposals per person on average. |

On Apr. 16th, 2007, TFTM held creative art and skill committee meeting firstly to promote creative art and skill proposal activity, committee branches were established for First Plant, Second Plant, Third Plant and management department separately. Different forms of creative art and skill propaganda work was conducted after establishment of each branch. The branch of second plant organized all leaders, staff and G/L to hold opening ceremony of second plant branch under creative art and skill committee. First plant began to hold creative art and skill committee branch meeting regularly from June, 2007 to summarize monthly proposal condition, check and comment and confirm excellent proposal one by one on site.
In all the year of 2007, creative art and skill affair bureau carried out different propaganda for creative art and skill and enable TFTM achieve plentiful and substantial fruits in creative art and skill, proposal amount and participation rate wear the highest compared with past few years, there wear 8,739 persons participating in creative art and skill proposal, 5.48 proposals per person on average, all-staff participation rate is 73.2%, total proposal amount was 65,466, accumulative total prize of RMB 1.116 million Yuan was awarded, increased to higher level compared with that in former years. |

Creative art and skill activities will be promoted farther in 2008 to promote healthy development of creative art and skill proposal activity, emphasis will be given to increase amount of excellent proposals on the basis of maintaining current proposal amount and participation rate. Target for 2008 as follows: 1. 6 proposals/Year per person; 2. Above 300 excellent proposal (Second prize above) in whole company; 3. participation rate be 80% above.
New examination and appraisal standards place emphasis on that examination and appraisal must be conducted strictly in accordance with given principles: Proposals must be implemented improvement; any improvement which have not been implemented will not be examined and appraised and will not be calculated into proposal amount, new standard will executed from Mar. 1st 2008.
Goof effect and achievements had been obtained in creative art and skill proposal activity in 2007; while all staff are required to make improvement in work and submit good proposals following the production task becoming heavier and heavier; on the other hand, attention must be placed to cultivate the consciousness of improvement of staff, creative art and skill proposal activities shall be carried out with reference to demands of production, environment, safety, cost reduction; and hope that staff put forward more and better creative art and skill proposals to promote creative art and skill proposal activity farther under the joint effort of all staff.
